Healthcare is now the single largest category for employment permits in Ireland, overtaking technology for the first time in 2025. Hospitals, nursing homes, and primary care centres across the country are actively recruiting internationally, and the government has created specific pathways to make it easier.

Why Demand Is So High

Ireland's population grew by over 100,000 in the last census cycle, but healthcare training capacity has not kept pace. The HSE estimates thousands of unfilled nursing, medical, and allied health positions across the public system. Private healthcare providers face similar shortages. The result is sustained, high-volume international recruitment.

Which Healthcare Roles Qualify for Permits

Doctors, specialist nurses, radiographers, physiotherapists, occupational therapists, speech and language therapists, clinical psychologists, and pharmacists are all on the Critical Skills Occupation List. General nurses and healthcare assistants can qualify for the General Employment Permit, which has its own separate salary thresholds.

Special Salary Provisions for Healthcare

The 2026 salary threshold roadmap includes a slower increase for healthcare and agri-food sectors. Instead of the standard 7.66% rise, sub-standard MAR thresholds for these sectors increase by 9% but are phased over a longer period through 2030. Public sector healthcare roles covered by national pay agreements are fully exempt from the new thresholds. This means HSE-employed doctors and nurses are not affected by the salary floor increases at all.

Registration Requirements

Before you can work in a clinical role in Ireland, you need registration with the relevant professional body. Doctors register with the Medical Council of Ireland, nurses with the NMBI (Nursing and Midwifery Board of Ireland), and allied health professionals with CORU. Start the registration process early because it can take several months, and some employers will not issue a formal offer until registration is at least in progress.
